Job description
Philip's Academy Charter School of Paterson (PACS), seeks an advanced professional as its Managing Director of Business & Operations (MDBO). The MDBO is a member of the CEO's Leadership Team.
Mission: The mission of philip's Academy Charter school of Paterson (PACS) is, we will provide a moral and rigorous education to a diverse student body, accomplished in a hands-on, technology infused educational environment that embraces differentiated instruction and individual attention that will allow our students to attend college, while developing a commitment to global citizenship, environmental sustainability, and personal virtue.
Reports Directly To: Chief Executive Officer
Operations & Finance Leadership
Provides effective leadership, as well as stewardship, of all PACS's operations, including Technology, Information Systems, Human Resources, Finance, Main Office and Facilities activities and personnel.
Support the CEO in the preparation of the annual school budget and the administration of all phases of the budget throughout the year.
Oversees all finances and accounting for PACS, by guiding and working with School Accountants to ensure accurate and detailed accounts of all financial transactions as prescribed by statute, administrative code and Board policy.
Ensures that all operations operate consistently and ethically within the mission and values of PACS's.
Leads development and maintenance of operations services for PACS, including school and back office operation through core teams.
Leads a high performing team and provides assistance with talent recruitment, onboarding, development and retention.
Implements and leads a continuous quality improvement process throughout service areas, focusing on systems/process improvement.
Promotes regular and ongoing opportunities for all staff to give feedback on PACS's program.
Coordinates preparation of the annual fiscal audits and addresses audit of all claims, invoices and demands against PACS.
Complies with school policies and procedures, federal and state requirements, and educational/ certification/registry requirements
Technology and Information Systems Management
With the leadership and support of the IT & IS Staff, develops and evaluates the school's technology plan with school staff and recommends changes as appropriate.
Provides leadership in the development of policies related to the use of technology hardware, software, and services.
Studies, evaluates, and, as appropriate, recommends to the CEO the adoption of new technology, methods and programs and the purchase of technology hardware, software, and services to meet operational and instructional needs.
Safeguards and maintains all information systems records of PACS, and devises a system of acceptable recording and filing to guarantee the safety and availability of all reports, minutes of meetings, contracts, communications and publications, and such other data and documents.
Ensure effective information systems management and timely submission of school and district local, state, and federal reports through the coordination of direct reports.
Human Resources & School Health Management
Leads and supports Human Resources and Personnel staff and services.
Support talent recruitment, onboarding, development and retention workflow and activities.
Oversees HR & Personnel Staff to ensure updating and maintaining employee records, creating new employee records, making changes as needed, entering department timesheets, and coordination information with the finance department.
Conducts personnel and payroll audits periodically.
Supervises School Health professionals, School Nurse and health services. Ensures that school health services are in compliance with local, state, and federal requirement
Facilities Management
Oversees the operation and maintenance of PACS facilities and supervises facility coordinators to maintain custodial, grounds and maintenance services.
Ensures that all local, state/federal standards for the health and safety of students and staff are maintained and that required reports are maintained.
Assists the CEO in projection of facility needs and supporting the oversight of construction programs. Helps develop educational standards for sites, buildings and equipment; prepares cost data; and cooperates with architects and construction supervisors during construction programs.
Maintains lease of property, ensures renewal of facilities certificates, oversees facilities audits, and is responsible for scheduling the use of buildings and grounds by authorized groups in accordance with Board policies.
Governance
Support the CEO in managing and coordinating Board-related activities such as meetings, training, on-boarding, and terms.
Ensure the board operates with the framework set by the Sunshine Laws and the Open Public Meeting Act. (i.e. Posting Board Calendar, Posting Board Minutes of school website).
Ensure that board meeting resolutions are put into action by working and delegating with school teams.
Professional Expectations
Assumes responsibility for his/her continuing professional growth and development by attendance at professional meetings, memberships in professional organizations, enrollment in advanced courses and by reading professional journals and other publications.
Attends PACS staff meetings, staff development activities, and other special activities and functions.
Performs other duties, which may be assigned by CEO or required by law, code, regulation, and board policy.

Twelve-month employee.

Qualifications:
- Bachelor's degree from an accredited college or university; a Master's degree in Business (MS or MBA) or Public Administration (MPA) is preferred.
- Minimum five (5) years of experience in operations, human resources, finance and/or technology for an education organization.
- Holds a New Jersey School Business Administrator Certification (Standard or Certificate of Eligibility); Other Administrator Certification; or the meet eligibility requirements per NJDOE
- Commitment to PACS philosophy and unwavering belief that all students can succeed.

- Ability to develop an organization-wide strategy for operational excellence.

- Excellent written and verbal communication skills, including use of productivity software.
- Required criminal history background check and proof of U.S. citizenship or legal resident status.
TERMS OF EMPLOYMENT
Twelve-month employee.
